Filing Your Complaint File your completed forms with the civil division of the Superior Court in the county where you live or where the defendant lives. You can file in person, by mail, email, or electronically (e-file). See the Filing Procedures web page for more information about filing.

Certified Mail. Court staff can serve the papers on the other party by mailing them by certified mail, return receipt requested, with delivery restricted. You will need to provide the other party's address. You are responsible for the fee for this type of service unless the court waived your fees and costs of service.

Please note if you are looking to contest a Vermont Civil Violation, you should contact the Judicial Bureau at 802-295-8869. If you would like to request a hearing, please complete the Hearings Request form and return it by mail.

You do not need to register for an account to file an appeal. If you wish to mail your appeal, you should include the Taxpayer Appeal Form (TAX-610) that came with your NOA and include supporting documentation that outlines why you are appealing.

Civil violations are not criminal offenses. However, the court reports civil violation judgments to the Vermont Department of Motor Vehicles and/or the Vermont Fish and Wildlife Department. A civil violation complaint includes traffic violations, municipal ordinance violations, and fish and wildlife violations.
