Despite its popular depiction as mostly arid desert, New Mexico has one of the most diverse landscapes of any U.S. state, ranging from wide, auburn-colored deserts and verdant grasslands, to broken mesas and high, snow-capped peaks.

These are: 1) To generate at least 35% of power with clean technologies by 2024. 2) To reduce emissions by 30% by 2020, and 50% by 2050 compared to 2000. The Law creates a fund to channel financial resources (public, private, national, and international) to support actions to combat climate change.

New Mexico enjoys a fairly pleasant, arid to semi-arid climate that experiences snow during winter and hot weather during summer. The average temperatures in winter can differ depending on the location but generally, winter is quite cold at around 40°F.

New Mexico has a mild, arid or semiarid, continental climate characterized by light precipitation totals, abundant sunshine, low relative humidities, and a relatively large annual and diurnal temperature range. The highest mountains have climate characteristics common to the Rocky Mountains.

The northern and central parts of the country are very arid, and semi-arid and occupy 56% of the territory. 37% of the area is sub-humid and is found in mountains and coastal plains of the Pacific, the Gulf of Mexico and the northeastern part of the Yucatan. Humid areas are located in the remaining 7% of the territory.

New Mexico has a legacy of environmental issues from the mining industry, national laboratories, Air Force bases, and the energy industry. In addition, climate change has brought dust storms and wildfires, an increase in allergens, heat stress, and greater risk of flooding and water quality issues.
