Green Amendments (often called ?environmental rights amendments?) are part of a state's constitution. Likening rights of religious expression and speech to the right to clean air, water, these amendments serve to emphasize environmental health and safety as being part of our basic civil liberties.

The Hawaii Environmental Policy Act (?HEPA?) (Hawaii Revised Statutes Chapter 343), was enacted in the early 1970s. Broadly speaking, it requires individuals and agencies to provide environmental assessments and/or environmental impact statements when an action may affect the environment.
