Only vehicles that have Maryland vehicle registrations can be transferred as gifts. In order to be eligible as a gift transfer, a car must be transferred to a member of your family (except cousins). For example, you can transfer your car to a parent, son, daughter, stepson, or stepdaughter.

The only time you may not need an inspection is when: you received the vehicle from a family member who is part of the immediate family (this only includes parent/stepparent, child/stepchild, or spouse); and, the vehicle meets current registration requirements related to safety inspections.

You and the family member you're gifting the car to must both complete Form VR-103, Application for Maryland Gift Certification. This document will be added to the other documents that go to the MMVA to transfer the title to the car.

The buyer and seller are together in person. The buyer has approved of the car, and both parties have agreed on the purchase price. It's time to do the actual transferring of ownership. This is where the seller signs the title over to the buyer.

You and your family member will need to fill out two separate gift certification forms.
