City councilors approved several changes to Tulsa's animal ordinances Wednesday evening. The process of updating them started in 2018. Among the changes, people will be able to keep five dogs or cats older than four months at home.

You may own up to seven (7) dogs and/or cats, in any combination, if you apply for a Special Handlers Permit. You must obtain a Special Handler's Permit for each dog or cat over the limit of three (3) and up to seven (7). The fee for this license is $28.75, annually.

In Oklahoma, you can own almost any animal except a native bear or native large cat species. Permits are required for venomous reptiles but ferrets, primates, coati, hedgehogs, large cats and many other exotic animals that aren't native to the state are exempt from permit requirements.

An ESA letter should be written by a licensed mental health professional familiar with the individual's needs and diagnosis. It is also important to note that while an ESA can provide emotional support to an individual, they are not considered service animals under the Americans with Disabilities Act (ADA).

In Oklahoma City, an individual may harbor more than four dogs or cats if the household obtains a kennel license as provided in Chapter 8, Article V of the Oklahoma City Municipal Code.

Legally, individuals with service animals are not required to register their animal; therefore, neither SAS nor any campus department keeps documentation/record of Service Animals. They are not required to wear a vest or be leashed. Handlers must retain good control over the animal, and the animal must be well behaved.
