(2) When service happens outside Washington State, the server must have their signature on the Proof of Personal Service form either notarized by a notary public or sworn to before a court clerk.

In Washington, you personally serve papers by having someone 18 or older and of sound mind deliver them to the recipient. The person effecting service cannot be you. It doesn't need to be a professional process server though. For example, a friend can do it.

Instead of personal service, the Notice can be sent to the defendant by registered or certified mail. If the Notice is mailed, a return receipt with the signature of the party being served must be filed with the court.
