Rule 11 of the Minnesota Rules of Criminal Procedure says exactly what an omnibus hearing is in MN. An omnibus hearing is also called a pretrial hearing or pretrial conference. In short, at an omnibus hearing, the court addresses several issues depending on the charges before the court.

Rule 5. No service need be made on parties in default for failure to appear except that pleadings asserting new or additional claims for relief against them shall be served upon them in the manner provided for service of summons in Rule 4. A party appears when that party serves or files any document in the proceeding.

Rule 9, with Rules 7.01, 19.04, subd. 6, and 18.04, subds. 1and 2 (recorded testimony of grand jury witnesses), provide a comprehensive method of discovery of the prosecution (Rule 9.01) and defense (Rule 9.02) cases. The rules are intended to give the parties complete discovery subject to constitutional limitations.

The court must set money bail without other conditions on which the defendant may be released by posting cash or sureties. The defendant's release must by conditioned on appearance at all future court proceedings.
