The US does not have a restriction on how long a foreign-registered aircraft can remain in the US. Other countries do, but the US does not. There are some restrictions, though, listed in 14 CFR § 91.711. § 91.711 Special rules for foreign civil aircraft.

(c) No person may operate a foreign civil aircraft under a special flight authorization unless that operation also complies with part 375 of the Special Regulations of the Department of Transportation (14 CFR part 375).

Florida does not require a separate state registration of aircraft. What is Taxable? All aircraft sold, delivered, used, or stored in Florida are subject to Florida's sales and use tax, plus any applicable discretionary sales surtax, unless exempt.

If an aircraft is purchased outside of Florida, the aircraft will not be subject to Florida sales tax. Instead, the aircraft may be subject to a use tax. A use tax is triggered in instances tangible personal property is purchased outside of Florida but is brought into Florida.

With an LOA, an operator can engage in a specific flight activity that requires authorization. For example, if you want to fly in Reduced Vertical Separation Minimum (RVSM) airspace, then you must have an RVSM LOA. But if you have no plans of using RVSM airspace, then you don't need the LOA.
