The Sports Agent Responsibility and Trust Act (?SPARTA?) was signed into law by President Bush on September 24, 2004. The law imposes strict standards for agents' conduct relating to recruiting and contracting with student-athletes.

They serve as professional representatives for athletes, helping promote their clients to future employers and representing athletes throughout the contract negotiation process. Agents also serve as liaisons between the athletes themselves and their financial affairs and legal teams.

The UAAA requires an agent to provide important information, both professional and criminal in nature. This information enables student-athletes, their parents and family, and university personnel to better evaluate the prospective agent.

L. 108?304, §1, Sept. 24, 2004, 118 Stat. 1125 , provided that: "This Act [enacting this chapter] may be cited as the 'Sports Agent Responsibility and Trust Act'."

Athlete agents are regulated by Florida's Department of Business and Professional Regulation (DBPR). Applicants must be at least 18-years-old, pass a background check, and pay the required application fee of $630. It can take some time before the DBPR processes an athlete agent application.

It makes it unlawful for an agent to directly or indirectly recruit a student athlete by giving any false or misleading information, making a false promise or representation, or providing anything of value to a student athlete, or anyone associated with the athlete, before he or she has entered into an agency contract.
