The purpose of the registration requirement is to provide consumers with factual information to help protect themselves from deception related to data broker activities. Each year, data brokers must register with the Vermont Secretary of State and pay a $100 fee.

These laws take a broad approach to the definition of personal information, and require data brokers to register annually with the Secretary of State (Vermont) or the Attorney General (California). Failure to register may result in civil penalties, other fines, and pecuniary damages.
