The five states in the U.S. that are not participants in the Interstate Driver's License Compact are Georgia, Massachusetts, Michigan, Tennessee, and Wisconsin. If you are arrested for DUI in one of those states, it may not be reported to California and may not impact your California driving record.

Currently, all states, including Washington D.C. are members of the DLC, with the exception of Georgia, Wisconsin, Massachusetts, Michigan and Tennessee. However, all states utilize the National Driver Register as a condition of federal funding.

The Driver License compact is an interstate compact among 45 states and the District of Columbia. Georgia, Massachusetts, Michigan, Tennessee, and Wisconsin are the only states that are not members. The compact has congressional consent.

License Reinstatement After DUI Driver has served 120 days of his or her license suspension. Driver has completed a Department of Driver Services (DDS) approved DUI Alcohol or Drug Use Risk Reduction Program, and can present a certificate of completion as proof. Driver has paid the reinstatement fee.

When a customer chooses to cease driving, they may voluntarily surrender their driver's license. They must visit a DDS Customer Service Center and complete the Affidavit for Voluntary Surrender Form (DDS-577). Customers can apply for an ID at that time.
