If an IEP is not followed you can initiate a meeting with all of players eg. principal, teachers, counselor, speech teacher etc. Anyone who has a part in making sure that the IEP is followed. If they sign the IEP they are responsible. If a meeting doesn't help then the parents can get an advocate and ask for a hearing.

Under California law, students with disabilities with an Individualized Education Program (IEP) must have an Emergency Plan in placeCal. Ed. Code § 56345(a)(9). The law requires IEP teams to consider how a student's individual needs may be impacted in emergency situations.

As a member of the IEP team, you play an important role in deciding where and how your child will be taught. This includes which classroom and which services your child needs. And the school can't change your child's IEP without giving you a chance to challenge those changes.

This means that, in the case of divorce or separation, a school district must provide access to both natural parents, custodial and non-custodial, unless there is a legally binding document that specifically removes that parent's FERPA rights.

District policy requires that parents receive written notification of their child's IEP meeting at least 10 calendar days prior to the meeting using the LAUSD Notification to Participate in An Individualized Education Program (IEP) Meeting form. The notice must be in the parent's primary language.

Parents often feel as though they have little input or say into what is in their child's Individualized Education Program (IEP). However, the opposite is, in fact, true. By law, parents have the final say on IEPs and are equal members of the IEP Team.

If the parents do not agree with the IEP and placement, they may discuss their concerns with other members of the IEP team and try to work out an agreement. If they still disagree, parents can ask for mediation, or the school may offer mediation.
