New York Order (Conditional Certification As Qualified Adoptive Parent) is a classification given to adoptive parents whose application has been reviewed and approved by the New York State Adoption Service (SAS). This conditional certification is required by the New York State Adoption and Foster Care System (SACKS) for adoptive parents to receive certain benefits, such as subsidies and priority placement for foster children. The process involves an in-depth review of the adoptive parents' home environment, finances, and background, and is only granted after a thorough assessment by the SAS. There are three types of New York Order: Conditional Certification as Qualified Adoptive Parent (CCAP), Provisional Certification as Qualified Adoptive Parent (CAP), and Full Certification as Qualified Adoptive Parent (CAP). CCAP is the first step in the process and is an initial assessment of the adoptive parents' home environment and qualifications. CAP is granted after the adoptive parents have successfully completed the home study process and is valid for two years. CAP is the final certification and is valid for four years.
