The New York Statement of Rights (DBL) is a set of legal rights and protections established under New York State law. It is intended to provide New Yorkers with enhanced protections against discrimination and other civil rights violations. DBL stands for the Dignity for All Students Act, which was signed into law in 2010 and amended in 2012. The New York Statement of Rights provides protections against discrimination based on race, color, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender (including gender identity or expression), and sex. It also provides students with the right to seek redress through a complaint process if they believe they have been subjected to discrimination. There are two types of New York Statement of Rights: the NY SRO (New York State Rights of Students) and the DBL (Dignity for All Students Act). The NY SRO provides student rights and protections related to equal access, bullying, harassment, and other civil rights violations. The DBL provides additional protections for students related to gender identity or expression, and sex.
