The Oregon Possible Rule Issue Form is a tool used to identify and present rule issues for consideration and possible adoption by the Oregon Legislature. It is used by state agencies to request the adoption of new rules, amend or repeal existing rules, or adopt administrative rules. There are three types of Oregon Possible Rule Issue Form: the Initial Rule Issue Form, the Final Rule Issue Form, and the Emergency Rule Issue Form. The Initial Rule Issue Form is used to initiate the rule making process and includes an analysis of the problem or issues to be addressed by the proposed rule. The Final Rule Issue Form is used to summarize the public comment received and to recommend a proposed rule for adoption. The Emergency Rule Issue Form is used to request the adoption of an emergency rule which is adopted for an immediate effect and is effective for a limited period of time.
