The Pennsylvania Report of Neutral is available in two forms: the Neutral Certificate and the Neutral Registration. The Neutral Certificate is issued to a qualified professional who has met the criteria for certification as a neutral set by the DOA. The Neutral Registration is issued to an individual who has registered with the DOA as a neutral, but has not met the criteria for certification. Both forms of the Pennsylvania Report of Neutral must be renewed every two years.
