Wisconsin Emerald — Deer Park Implementation 3-2-11 is a conservation project focused on improving the management of deer populations by implementing a 3-2-11 program in Wisconsin. This program involves the management of deer populations through the reduction of antlerless deer harvest in certain areas and increasing the harvest of antlered deer in other areas. The goal of the project is to promote conservation, increase hunting opportunities, and decrease human-deer conflicts. The 3-2-11 program consists of three phases. During the first phase, deer populations are monitored and assessed to determine the number of deer in each county. During the second phase, deer management goals are established for each county.
