Landlords can apply for an individual's housing license—either as a single person or with an individual-member corporation—if: the applicant for a license is a household size and number in excess of two persons, or an owner, renter, or co-owner of two or more occupants living in a housing unit, or a homeowner who owns or wishes to live in housing on property leased by a nonprofit institution in which tenants pay a fair rental value; or the applicant holds a certificate of approval in a previous licensing year issued by the Department of Consumer protection, Housing Department; or he or she seeks to manage or hold a mortgage account for the purpose of purchasing residential housing for the rental purpose; or the applicant seeks a rental permit, issued under Section 22-25 of the Housing Law, for the purpose of housing his or her household; or a housing unit within a multi-unit building has an occupant, or prospective occupant, who is a person who is homeless or whose housing is
