) HCA's proposed plan will not result in a single new tax collection. “The real estate community” (i.e. the developers) have not been supportive of the project. It will have the biggest impact on property owners whose property values and the real property values of the city will drop by millions. There will be only a fraction of the units it actually will produce as compared to previous development, leaving about 80,000 of the apartments vacant. There will be a major effect on tenants who will find it difficult to rent an apartment without having an apartment that is not an HOA unit. There is no incentive for the developer to fix the current building as the future project will not produce the same revenue that was generated by the demolished building or even if it were possible to do so it would not be able to compensate for the lost revenues. The HOA rules for HOA apartments are confusing.
