It provides that: (1) A non-local resident who has lived in the state for 120 days prior to January 1, 2014, and a non-local resident who has lived in the state for 90 days or less, may not register in the voter's name under Section 30104(a)(4) or 30104(a)(6), except where the applicant meets the qualifications of Section 30104(a)(1), (2), (3), or (8) and the application is denied or the application for the registration form is disapproved; (2) A non-local resident who is a qualified elector and is requesting the registration in accordance with Section 30104 and who makes such an application under this subsection shall not be required to submit additional documentation for verification purposes; and (3) If the non-local individual requesting registration makes an application under this subsection and a registration form is completed for the individual (a) the person submitting the application shall maintain the record for at least 2 years; and (b) the person requesting the registration
