Farm Bill | RMA. The 2018 Farm Bill provides support, certainty, and stability to our nation's farmers, ranchers, and land stewards by enhancing farm support programs, improving crop insurance, maintaining disaster programs, and promoting and supporting voluntary conservation.

The farm bill is an omnibus, multiyear law that governs an array of agricultural and food programs. It provides an opportunity for policymakers to comprehensively and periodically address agricultural and food issues.

In the most recent 2024-2033 CBO projections, SNAP is estimated to make up 82% of farm bill spending, followed in a distant second by federal crop insurance at 6.6%. Based on the 2024-2033 10-year outlay projection, a 2023 farm bill would cost nearly $1.5 trillion, making it the most expensive on record.

Four titles accounted for 99% of anticipated farm bill mandatory outlays: Nutrition, Crop Insurance, Farm Commodities, and Conservation.

The Crop Insurance title provides premium subsidies to farmers and subsidies to the private crop insurance companies who provide federal crop insurance to farmers to protect against losses in yield, crop revenue, or whole farm revenue.

The Farm Bill gradually increases the acreage cap for Conservation Reserve Program (CRP) to 27 million by 2023 and authorizes two new pilot programs through CRP that prioritize practices that help benefit water resources. More on conservation programs.

In response to the drop in US crop prices after the first World War and the effect of both the Great Depression and the Dust Bowl on farmers and agricultural markets, the Agricultural Adjustment Act created programs to reduce surplus and raise crop prices.
