The Aged, Blind or Disabled Programs are medical assistance programs for individuals aged 65 years or older, blind or disabled. Persons who receive SSI (Supplemental Security Income) or Social Security Disability benefits meet the conditions for disability.

On July 1st, 2022 the asset test to qualify for a Medicare Savings Program increased. These changes apply to the things you own, including bank accounts, cash, second homes and vehicles, and other financial resources. The new limit is $130,000 for one person and an additional $65,000 for each additional family member.

The expansion extends Medicaid eligibility to Utah adults whose annual income is up to 138% of the federal poverty level ($17,608 for an individual or $36,156 for a family of four). The federal government covers 90% of the costs for these services, with the state covering the remaining 10%.

The look-back period begins the first date on which the person is both in a nursing home or receiving waiver services AND the person applies for Medicaid for nursing home services or the person applies for home and community based waiver services. The look-back period is 60 months prior to the application date.
