In 2012, backed by parent companies Independence Blue Cross and Blue Cross Blue Shield of Michigan, Keystone Mercy became Keystone First. Today, Keystone First serves more than 300,000 Medical Assistance recipients in the five-county Greater Philadelphia area.

You can use this card to buy eligible over-the-counter (OTC) medicines and health-related items. In 2022, the OTC card benefit is $120 per month (up to $1,440 per year). Any remaining balance at the end of the month will not carry over to the next month.

If you lose your Keystone First ID card, call Member Services at 1-800-521-6860 for a new one.

As long as you are an active member, your OTC Card will automatically reload on the first day of every quarter (January 1, April 1, July 1, and October 1). You have the full 3 months to use your benefit amount. Be aware that any balance remaining at the end of a quarter does not roll over to the next quarter.
