The MQSA required that to provide mammography services legally after October 1, 1994, all facilities, except facilities of the Department of Veterans Affairs, must be accredited by an approved accreditation body and certified by the Secretary of Health and Human Services (the Secretary).

The MQSA stipulates that radiologists must have no less than 60 hours of documented education devoted specifically to mammography and related topics, such as the physiology and anatomy of the breast. Hours spent in residency that were specifically devoted to mammography can be substituted for classroom education hours.

A diagnostic mammogram (film or digital) is considered medically necessary under any of the following conditions: The patient has a personal history of breast cancer. The patient has distinct signs and symptoms for which a mammogram is indicated, such as but not limited to: breast mass or nodes.

The new rules will require mammogram providers nationwide to notify women if they have dense breast tissue and recommend that they consult with a doctor about whether they need additional screening.

Breast Cancer Screening Recommendations The USPSTF recommends that women who are 50 to 74 years old and are at average risk for breast cancer get a mammogram every two years. Women who are 40 to 49 years old should talk to their doctor or other health care provider about when to start and how often to get a mammogram.

Complete 40 hours of initial training in mammography, which includes breast anatomy, physiology, positioning, compression, quality assurance and quality control techniques, and imaging of patients with breast implants. Complete 25 mammography examinations under the supervision of an MQSA-qualified individual.

The Mammography Quality Standards Act (MQSA) became law on October 27, 1992 (P.L. 102-539). MQSA required the Department of Health and Human Services (HHS) to develop standards that would be enforced through strict accreditation, certification and inspection of equipment and personnel at mammography facilities.
