Any taxpayer engaged in business must file an annual return, even if a loss is claimed on the business. Individual taxpayers seeking a refund for taxes withheld should complete Form IR-25. A declaration of estimated city income tax is required for all individuals whose tax is not fully withheld.

Whether hourly or salaried, gross wages are determined before any deductions or deferments (i.e. 401K deferrals). If you earned your wages in Columbus, multiply your gross wage figure by 2.5% (. 025). The result of this computation should equal the local tax that was withheld from your wages.

A penalty may be imposed on a municipal income tax return, other than an estimated income tax return, not filed timely, of twenty-five dollars ($25.00) each month or any fraction, during which the return remains unfiled regardless of the liability. The penalty shall not exceed $150.00 for each return not timely filed.
