To have settlers come to your settlement, you will need to make sure you have enough food, water, beds, and defenses. You also need to make sure that you have the Recruitment Radio Beacon set up in each settlement. In addition, the number of settlers maxes out based on your Charisma.

Each settlement has a default max population of 10 settlers plus each point of Charisma the character has, which has a base max of 22 (10 from leveling and +1 from bobblehead and You're SPECIAL! magazine respectively ) before factoring in extra charisma from armor and consumables.

When you have enough beds, a farm, guns, and water it is time to actually get new settlers to your settlement. You can get settlers from quests and use companions as settlers. But the primary way is to set up the Recruitment Beacon. To build it go to the “Miscellaneous” in the “Power” section in the building menu.

These beacons consist of a large radio antenna, which, once built and supplied with the necessary power, will transmit a radio station listed as settlement recruitment beacon, attracting randomized settlers.

Once you turn on the radio beacon, I've seen the first settler show up as quickly as an hour (game time, not real-time). If I want to set up tasks for the new settlers, I'll usually activate the beacon and then sleep for 24 (in-game) hours on a bed in the settlement.

With the Local Leader perk, just open the workshop, highlight a settler, and click the supply line button. Then, choose what settlement you want them to supply and boom, the supply line is created.

Don't stress over the time it takes for them to grow. Just play and do the quests and for the settlement beacon to work settlers have to wonder into range of it. So if your doing a play through with no fast travel or little fast travel your pitboy may not be updating and may not until you return to a settlement.
