Characters that are on an inactive account for a long time, may get renamed (to free it up for someone else) but whilst Blizzard reserve the right to delete characters, they have not yet enforced this right. I recommend contacting player support.

All the character names in a Battle.net account automatically become available after the Battle.net account remained inactive for two expansions. Blizzard Customer Support will not help with releasing the name of a character for you, even if the player who has the name has stopped playing.

We don't delete Blizzard accounts for inactivity unless they are completely empty, and it's been years since it was last used. It may be the case that you are using the wrong email, or worse yet, that someone gained access to the account and changed the email.

Some names are reserved if either they resemble lore characters, and are thus permanently unavailable. Otherwise available names will be reserved if a character claims it, and the WoW account has any activity in a span of 2 years.

Other players on your realm will be unable to use your previous name for 90 days. Characters on your World of Warcraft account can use your old character name.
