Background. The Commodity Credit Corporation (CCC) is a Government-owned and operated entity that was created to stabilize, support, and protect farm income and prices. CCC also helps maintain balanced and adequate supplies of agricultural commodities and aids in their orderly distribution.

The most common commodity crops in the United States are corn, soybeans, and wheat; some areas also grow other commodities such as cotton, sorghum, tobacco, sugar beets, and non-wheat cereal grains.

It is a wholly government-owned entity that exists solely to finance authorized programs that support U.S. agriculture. It is subject to the supervision and direction of the Secretary of Agriculture at the U.S. Department of Agriculture (USDA).

The CCC Charter Act also authorizes the sale of agricultural commodities to other government agencies and to foreign governments and the donation of food to domestic, foreign, or international relief agencies.

A CCC loan involves a farmer pledging bushels of grain as collateral for a loan. The loan allows the farmer to create cashflow without the need to sell the grain. If prices rise, the grain can be sold, and the loan (and interest) paid off with the farmer keeping the balance.

The CCC helps America's agricultural producers through commodity and farm storage facility loans, purchases, and income support payments. The CCC also works to make available materials and facilities required in the production and marketing of agricultural commodities.
