All kayaks and canoes launched in Pennsylvania state parks and forests must display one of the following: Boat registration from the Pennsylvania Fish and Boat Commission. Launching permit from the Pennsylvania Fish and Boat Commission.

Code § 93.17(c)(6), an unclaimed abandoned boat found on public waters or property can be sold by the Commission at public auction, if it has value. Launch permits can be purchased online at huntfish.pa.gov, the Commission's secure e-commerce site. Launch permits are for un-powered boats only. Permits are an alternative to getting a registration, they allow the boat to be used at Commission accesses and DCNR state parks.
