Item level release (implicitly) has been set in Document type and Release Group. Users at all 3 levels are able to release purchase requisitions at item level. Question: We would like to change this to item level release at level 1 and overall release (Header) for users at levels 2 and 3.

That's vendor number is at header level field and line item in the PO are related to the single vendor. That's why u cann't release line item by item, i.e., item level release. You can relase all the items in the PO or u can reject entire PO, not a single line item.
