The purpose of the load line is to ensure that a ship has sufficient freeboard (the height from the waterline to the main deck) and thus sufficient reserve buoyancy (volume of ship above the waterline). It should also ensure adequate stability and avoid excessive stress on the ship's hull as a result of overloading.

(1) If the load line marks are found to be correct for the condition the vessel is then in, the assigning and issuing authority shall issue a new load line certificate, valid for such time as the condition of the vessel then warrants but in no case for a period of longer than 5 years.

An International Load Line Exemption Certificate shall be issued to any ship to which an exemption has been granted under and in ance with paragraph (2) or (4) of Article 6. 3. Such certificates shall be issued by the Administration or by any person or organization duly authorized by it.
