The process by which a bill is passed is a series of hearings and votes. Passage of a bill requires a majority: 33 votes in the House and 18 votes in the Senate.

If a bill can be approved by two-thirds of the members in each chamber, the veto is then overridden and the bill becomes a law. Vetoes occurring after the General Assembly's session are final and cannot be overriden.

The Legislative Process First, a Representative sponsors a bill. The bill is then assigned to a committee for study. If released by the committee, the bill is put on a calendar to be voted on, debated or amended. If the bill passes by simple majority (218 of 435), the bill moves to the Senate.

The Colorado Constitution requires that in order for a bill to pass a majority of all members of each house must vote for on the bill on two separate days making three the minimum number of days for a bill to pass.

Each bill must be considered by both the House and Senate, and the version of a bill changes as it progresses through each official step: introduction, passage on second reading, and final passage in the first house, and introduction, second reading, and final passage in the second house.
