The drop-down list form field allows you to only add a maximum of 25 items to the drop-down list. This seems to be a hard-coded limit within Word. If you want to offer the form's user more than 25 options, then you only have a limited number of potential solutions.

Word formfield dropdowns have a design limit of 25 entries. You cannot circumvent that. Word content control dropdowns do not have such a design limit. However, formfields and content controls should not be used in the same document.

In your form, click on the question you want to add a dropdown list to or add a new question by clicking the plus sign in the floating menu on the right.
