The GLA is a democratically-elected strategic authority, comprising two distinct parts: the Mayor and Assembly. The Mayor is elected directly by Londoners, while the Assembly consists of 25 elected members (14 representing constituencies and the rest elected from party lists ing to total London-wide vote).

Policy SI 2: Minimising greenhouse gas emissions Policy SI 2 requires that development proposals should calculate whole life-cycle carbon (WLC) emissions through a recognised life-cycle assessment and demonstrate actions taken to reduce life-cycle carbon.

To ensure adequate hotel provision this Plan sets a target of 40,000 net additional hotel rooms by 2036, recognising that over this period London may 'mature' as a visitor destination leading to a reduction in historic growth rates. This trend will be monitored closely.
