It takes at least three weeks to process a claim for unemployment benefits and issue payment to most eligible workers. When your first benefit payment is available, you will receive a debit card in the mail.

Mail a request to EDD Legal Office, 800 Capitol Mall, MIC 53, Sacramento, CA 95814-4703. Make a request at any EDD public office.

This form may be completed online, printed, and mailed or faxed to EDD.

You have the right to appeal the EDD's decision to reduce or deny you benefits. You must submit your appeal in writing within 30 days of the mailing date on the Notice of Determination and/or Ruling (DE 1080CZ) or Notice of Overpayment (DE 1444).

After the Interview If we determine that you are not eligible, you will receive a Notice of Determination (DE 1080CZ) with the reasons you were denied benefits and an Appeal Form (DE 1000M). If you disagree with the decision, you have the right to appeal the decision.

The determination will be issued in the form of an EDD ruling letter. An EDD ruling letter is a written determination that interprets and applies provisions of the California Unemployment Insurance Code and is issued to businesses that hire workers.

If you are disqualified from receiving benefits, you have the right to appeal within 30 days of the mailing date on your Notice of Determination. Visit Unemployment Insurance Appeals for more information on the process.

This interview will consist of questions about your eligibility that aim to address the issue in your initial claim. This notice may arrive at any time during the claims process and even after your claim is initially approved. It is important to note here that if the EDD requests a phone interview, you need to take it.
