What Is an 8130-3 form? An 8130-3 form is a document required by the FAA under the Code of Federal Regulations (CFR) to certify an aircraft part or product is in acceptable condition for safe operation within the United States or one of its global partners in aircraft accountability.

FAA Form 8110-3 is titled "STATEMENT OF COMPLIANCE WITH THE FEDERAL AVIATION REGULATIONS" and is used to approved or recommend for approval the data used in making alterations or repairs to aviation products or articles. Only FAA designees are allowed to issue this form.

Both the format above are used to approve major repair. The difference is that the 8110-3 to be used by FAA approved DER and the ODA delegated organizations to use 8100-9. Boeing has ODA delegation, this is the reason why they use 8100-9 otherwise called Repair Development Record (RDR) to approve repairs.

As a DER you are authorized to find that engineering data complies with appropriate airworthiness standards. A DER signs and issues FAA Form 8110-3 to indicate compliance. This document describes FAA Form 8110-3, “Statement of Compliance with Airworthiness Standards,” its usage and distribution.
