The Constituent Concerns Office responds to questions, concerns, complaints, and general questions about Child Welfare Services within North Carolina and the role of the county/local Department of Social Services (DSS) in child welfare matters.

Who can be adopted? A child or adult can be adopted. But, spouses may not adopt each other. An adult adoptee must consent to the adoption.

If the CPS assessment does not find abuse, neglect, or dependency the case will generally be closed after 45 days.

North Carolina has a federally mandated, state supervised, county administered social services system. This means the federal government authorizes national programs and a majority of the funding, and the state provides oversight and support. The 100 local social service agencies deliver the services and benefits.

North Carolina's Department of Health and Human Services provides guidance and training for child protective services divisions within county-level social services agencies. Then it's up to local departments of social services in each of the 100 counties to interpret and enact the policies.
