The Community Development Block Grant – Care Act Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

The City receives a Community Development Block Grant from HUD to serve the needs of low- and moderate- income people, families, and communities. OBM administers CDBG grant funds while departments manage the contracts executed between the city and not-for-profit "Delegate Agencies" throughout Chicago.

Revenues are primarily derived from property, business and income taxes, and federal and state grant funds.

Each agency will receive a grant of up to $20,000 to use for internal capacity building strategies and to cover the cost of having two staff members/volunteers participate in the learning cohort. The Network will provide technical assistance to enhance the internal capacity of nonprofit agencies (the “Seed Grantees”).
