While Wisconsin law prohibits utilities from disconnecting the heat-providing service of residential customers during the winter heating moratorium period, consumers currently disconnected must make arrangements to pay outstanding bills in order to restore service.

Under the rule, residential customers are protected from service disconnection from Oct. 1 through the following April 30, if the disconnection would affect the customer's primary heating source.

Minnesota's Cold Weather Rule (CWR) is a state law that protects residential utility customers from having electric or natural gas service shut off between October 1 and April 30. To protect your service from disconnection you must make and keep a payment plan that you and your utility agree on.

Under the Cold Weather Rule, if a customer appeals a notice of involuntary disconnection prior to disconnection, as provided by the utility's established appeal procedure, the utility must not disconnect the customer until the appeal is resolved.

If you receive a shut-off notice in winter, you must act promptly and call Minnesota Power at 218-722-2625 or 800-228-4966 to apply for Cold Weather Rule protection and set up a payment plan. Your service will be subject to disconnection without further notice if you do not make the agreed upon payments.
