The package requires 21 bullets because the wing-level winner is submitted to compete AETC wide. The scoring system is based on a 10-point scale, and is divided into a six-two-two rating system.

These awards enhance the overall visibility of Air Force personnel, including Air National Guard and Reserve, and their accomplishments. Awards are effective tools to recognize outstanding achievement by officers, NCOs, airmen, and civilians and reward individuals for initiative and substantial achievement.
