The 63rd edition of the IATA Dangerous Goods Regulations incorporates all amendments made by the IATA Dangerous Goods Board and includes addenda issued by ICAO to the content of the 2021–2022 edition of the ICAO Technical Instructions.

Primary receptacles must be packed in secondary packagings in such a way that, under normal conditions of transport, they cannot break, be punctured or leak their contents into the secondary packaging. Secondary packagings must be secured in outer packagings with suitable cushioning material.

1.1 Packing Instructions 967 and 970, which apply to lithium batteries contained in equipment, are written with the assumption that each outer packaging will either contain a single piece of equipment or, where multiple pieces of equipment are placed in an outer packaging, that these will be individually packaged.

A packing instruction serves as a template for the creation of a handling unit. In a packing instruction, you define the materials and packaging materials to be packed in a handling unit. This enables you to reproduce specific customer packaging requirements in the system.

Packaging is regulated by IATA Section 5, Packing Instruction 870 which, in addition to the above requirements, specifies that the battery must be contained within an “acid/alkali-proof liner of sufficient strength and adequately sealed to positively preclude leakage in the event of spillage.”

The DGR is published every year.
