The TIGER Teacher Evaluation Model was developed by practitioners within the Association of Independent of Municipal Schools (AIMS) districts for practitioners. The model is designed to promote teacher growth and to ensure all teachers provide quality instruction that aligns with district goals and curriculum.

The five effectiveness groups are: significantly above expectations (level 5), above expectations (level 4), at expectations (level 3), below expectations (level 2), and significantly below expectations (level 1).

Administrator evaluation combines self-reflection, observation, input of school staff, and student data to create a complete picture of an administrator's performance. The effectiveness rating is calculated using a formula that is 50 percent qualitative and 50 percent quantitative.

All teacher and principal evaluations will be comprised of three components: 50 percent observation data, 35 percent student growth score and 15 percent of other student achievement data selected from a list of state-board approved options.

Principals and assistant principals who spend 50 percent or more of their time on administrative duties will be evaluated using a rubric based on the Tennessee Instructional Leadership Standards (TILS), modified to also address the quality of the principal's teacher evaluations.

Attributes such as honesty, respect, sound judgment, commitment, fairness, compassion, work ethic, and a genuine belief that all children can learn and grow, contribute to the foundation of ethical behavior connected to leadership.
