No, teens who only have an instruction permit (or learner's permit) cannot drive by themselves. They need adult supervision at all times.

At the age of 16, a teenager can apply for a provisional driver's license. To obtain this license, the teenager must have held a learner's permit for at least six months, completed 50 hours of supervised driving, and pass a driving test.

Georgia driver's licenses are suspended for any person who: accumulates 15 or more points within 24 months. anyone under age 18 who accumulated 4 points within twelve months. and for any person under the age of 21 who is convicted of a 4 point violation.
