If you would like to become a permitted practitioner, you must meet the following requirements: You must be 18 years of age. You must have completed a Cal/ OSHA compliant Blood-Borne Pathogen Training course (PDF) You must submit an application (PDF-Fillable Form) to Environmental Health.

LA County Environmental Health - Body Art Program is highly impacted and requires a minimum of 10 - 14 business days to process your package of registration and provide you with a certificate by mail.

While tattoos may be widespread and openly accepted, it is still a crime to perform a tattoo on a person under the age of 18. This action is prohibited under California Penal Code Section 653 PC.

In the United States there is no federal law regulating the practice of tattooing. However, all 50 states and the District of Columbia have statutory laws requiring a person receiving a tattoo be at least 18 years old.

The ordinance requires all body art practitioners to annually register with the County, obtain annual bloodborne pathogens (BBP) training, provide documentation of Hepatitis B vaccination status, obtain specific health information from clients, and obtain “informed consent” from clients.

All Body Art Facilities, such as tattoo parlors, piercing shops, permanent makeup businesses, and microblading businesses, must have a public health permit.
