The mayor-council form (also known as the mayor-board of aldermen form in fourth class cities) is the most common form of municipal government in Missouri, as in other states. (See Table C) There are two types of mayor-council form, the weak mayor- council form and the strong mayor-council form.

Municipal governments—those defined as cities, towns, boroughs (except in Alaska), villages, and townships—are generally organized around a population center and in most cases correspond to the geographical designations used by the United States Census Bureau for reporting of housing and population statistics.

Newly developing cities and towns were required to utilize the code charter established in 1892. At that time, the legislature only designated one form of municipal government, called the mayor-board of aldermen form of government.

In current practice, municipal government takes three basic forms organizing as either a mayor-council government, a commission government, or a council-manager government .
