BUPERS Online (CCA/FITREP/EVAL Report) is the primary location for someone to receive their Reporting Senior's Cumulative Average (RSCA) report. Reporting Seniors can verify the status of reports on BUPERS Online (BOL).

PERFORMANCE TRAITS: 1.0 – Below standards / not progressing or UNSAT in any one standard; 2.0 – Does not yet meet all 3.0 standards; 3.0 – Meets all 3.0 standards; 4.0 – Exceeds most 3.0 standards; 5.0 – Meets overall criteria and most of the specific standards for 5.0.

The quickest and most effective way to come up with material for your Eval is to brainstorm first. List all the ratee's accomplishments on a separate sheet of paper. Write down everything that might qualify as a bullet. Nothing is too small or off-limits.

Statements to the Record are letters submitted by the Sailor to PERS-32 for inclusion into his or her service record. These are most commonly used to comment on a FITREP or EVAL that the sailor is unhappy with. Statements to the Board can be are submitted by Sailors prior to an administrative or statutory board.
