312 IAC 9-10-5 Taxidermist licenses (a) A license is required under this section for an individual who performs taxidermy services on a wild animal for another person. (b) An application for a taxidermist license shall be completed on a departmental form.

(b)(1) Where a taxidermist has prepared, stuffed, or mounted the skin of any fish, reptile, amphibian, bird, or mammal for another person and that person does not pay the cost thereof, or take delivery thereof, the taxidermist may sell the skin only if the commission adopts regulations permitting the sale.

Answer: California does not require a taxidermist license, but the U.S. Fish and Wildlife Service does require a license for migratory waterfowl. A Federal Taxidermy Permit is required to possess migratory birds for taxidermy purposes if you do not otherwise have authorization to possess.
