Cancellation of refugee status means a decision to invalidate a refugee status determination which should not have been granted in the first place. It applies to determinations that have become final, that is, they are no longer subject to appeal or review.

Refugee status in Rwanda is granted by the Government of Rwanda, not by UNHCR. If you are in need of international protection, you can apply for asylum with the Government of Rwanda.

The cessation clauses set out the only situations in which refugee status properly and legitimately granted comes to an end. This means that once an individual is determined to be a refugee, his/her status is maintained unless he/she falls within the terms of one of the cessation clauses.

The process to formally end refugee status – the application of cessation clauses – for Ivorian refugees comes into effect on 30 June, acknowledging the end of an era of displacement for hundreds of thousands of Ivorian refugees.

As of end of September 2023, Rwanda hosted 135,733 refugees, asylum seekers, and other displaced populations.

In contrast, asylum states can revoke international protection by activating a cessation clause. Article 1C(5) and (6) of the 1951 Refugee Convention allows states to cease refugee status when a change in circumstances takes place in the country of origin that ends the fear of persecution causing flight.
