In the United States military, stop-loss is the involuntary extension of a service member's active duty service under the enlistment contract in order to retain them beyond their initial end of term of service (ETS) date and up to their contractually agreed end of active obligated service (EAOS).

“Agreement to extend enlistment” refers to the official form of agreement on NAVPERS 1070/621 Agreement to Extend Enlistment per MILPERSMAN 1070-250. Agreements on other than the official form are of an informal, unofficial nature and could be repudiated or withdrawn by the member or the Navy.

Re-enlistment: starting a new enlistment contract. Extension of enlistment: extension of an unexpired first enlistment contract.

“The main reasons a Sailor would need a short-term extension is to complete a deployment, match their EAOS (end of active obligated service) to their PRD (projected rotation date) extend to complete training, or for maternity benefits,” said Master Chief Navy Counselor (SW/AW) Tom Albert, assigned to Navy Personnel ...

All ePAR requests must be submitted to MNCC via the MyNavyPortal or by emailing MNCC directly at askmncc.fct@navy.mil. Reenlistment and Extension requests should be submitted at least 4 weeks prior to the member's EAOS/SEAOS/TRF date/C-WAY expiration. Requests can take up to 2 weeks to process.

A maximum of two extension agreements per enlistment contract are authorized. Service Members in pay grades E-6 and below with less than 14 years of service must have an approved authorization from Career Waypoints (C-WAY) in order to extend their enlistment, except as outlined in MPM 1160-040 para 5.

Sailors must now reenlist within 365-days of their EAOS (as opposed to 270-days required in NAVADMIN 272/19), except in the case of Nuclear- trained Sailors who can reenlist at any point in the reenlistment zone, per guidance in OPNAVINST 1160.8B.

The EAOS extension requests will be reviewed by enlisted community managers (BUPERS-32 and OPNAV-133) for impacts to rating health. NAVPERSOM (PERS-8) is the final approval authority for exception to policy requests. Upon receipt of approval the member must execute the extension of enlistment within 30 days.

Reenlist within 3 months (or within a lesser period if so prescribed by the Secre- tary of the military department concerned) after the date of their discharge or release from compul- sory or voluntary active duty (other than for training) (see subparagraph 090301C for compu- tation of 3-month period); or extend their ...
