All enlisted military members agree to an initial eight-year MSO upon taking their oath of service. For instance, if a member completes four years of active-duty service and subsequently separates, they are obligated to fulfill the remaining four years in the IRR.

Since IRR members are not subject to the UCMJ, the military has no formal jurisdiction to take action against IRR individuals if they do not voluntarily report—and there are no corresponding civilian laws requiring IRR individuals to report.

The IRR is an inactive component of the Reserve forces, managed by HQ/ARPC, which allows a member to remain in the military in an inactive status (non- participating).

IRR Soldiers must also attend muster duty when ordered to, complete a readiness screening yearly, and promptly respond to all official military correspondence. Soldiers in the IRR may also be involuntarily mobilized in time of national crisis, as seen in support of the Global War on Terror.

In the end, you may receive a General Discharge under Other Than Honorable conditions from the IRR as a result of not reporting. Or, you may receive an Honorable Discharge from the IRR. Regardless, your active duty discharge classification (and DD-214) is not effected by your IRR discharge classification.

Yes, soldiers in the IRR can be recalled to active duty by Executive Order of the President of the United States in times of war or national emergency. This could be for up to 24 consecutive months for active duty.

Personnel must request transfer to the IRR. Request for transfers to the IRR shall be submitted via the member's chain of command no earlier than 90 days from the requested transfer date via NSIPS Retirements & Separations with accompanying NAVPERS 1070/613s as required by MILPERMAN 1001-125.

Marine Corps Arabic linguists and other support personnel were recalled to active duty to serve in Iraq. This activation was the first time that the IRR had been called upon since the 1991 Gulf War, when approximately 20,000 IRR troops were called up in support of Operation Enduring Freedom.
